Actually just a bit of a nit... I believe the regexp pseudo-variable
(or whatever you want to call it) is simply TO_. Granted, it's of
limited usefulness without the leading caret, and is not usually seen
without it (it just might cause some interesting surprises if the
caret isn't there...), but the caret is not **strictly** necessary...

    Try looking at config.h in the source tree, or simply try it in a
recipe.  "TO_" has no special meaning, it will simply match "to_" (which
basically means it won't match any of the "normal" messages).
