It's basically compliant. This is now in the FAQ which ships with
3.12; <http://www.procmail.org/procmail-3.12/FAQ> (question #18).

You could search the archives for more information; there have been
some brief discussions about this previously. There is a y2038 problem
if compiled on a compiler which has a y2038 problem but that's hardly
surprising or particularly troublesome.
