Philip fixed a lot of things, but those quotes will still regenerate the
original error message when procmail can't find an executable named
"perl test.pl" in ~walter/vmail/perl/. In addition to Philip's recommenda-
tions, take out the quotes so that procmail knows that test.pl is an argument
to $HOME/vmail/perl/perl and not part of the program name.
