anyone know a way to get procmail to spool something off to your home

impossible.
No; not even difficult.
My understanding of this situation was that the user was over their
quota, and would thus be unable to write to anything under their home
directory. I suppose we should have asked for clarification: "Which
part is over quota, /var/spool or /home/user?" And are we talking
about a system-wide procmailrc, or ~/.procmailrc?
