How do I set up /etc/procmailrc for system-wide use? Does it use the same

Does it by default filter everything that comes in regardless of who the

The /etc/procmailrc file has the same syntax and any other rcfile.
It should be set to either 644 or 600 permissions, depending on whether
you care that other users can see the filters. The /etc/procmailrc is
applied by procmail when it is invoked in deliverymode (-d) or when no
rcfile is given on the command line. If procmail is the local delivery
agent, then that'll result in it applying to everyone's mail, unless
they have a .forward file that doesn't invoke procmail.
