I believe NetBSD will set you up with SHELL=/bin/csh which is broken.
Add SHELL=/bin/sh to the very start of your .procmailrc or better yet
change your shell to something sane with chsh (and put SHELL=/bin/sh
in your site's /etc/procmailrc if you have other users who might bump
into the same problem).

csh and tcsh are broken by design, but quite apart from their
usability problems, Procmail (at least on some sites -- not sure about
the specifics) simply can't communicate with them reliably.
