No, that's the PATH set by your login shell's config files. Try
putting the following at the top of your .procmailrc:
LOGFILE = $HOME/path.log
LOG = $PATH
then send yourself an e-mail and see what $HOME/path.log ends up
containing.
The other thing to consider is that procmail will be run on the machine
where mail delivery actually takes place, which is not necessarily the
machine into which you login.
