Relegating overly-quoted e-mail to a low priority mailbox

I had a recipe that would work for quoted e-mail of this form:

> this comes from an included piece of e-mail
as:

      # Included e-mail should not be over 75 %
      :0 B:
      * 1^1 ^[>|]
      * -3^1  ^[^>|]
      list-quotes

I wanted to expand it for pieces as this:

RpS> this comes from an included piece of e-mail

      # Included e-mail should not be over 75 %
      :0 B:
      * ()\/^[A-Za-z]*[>|]
      *$ 1^1 $MATCH
      *$ -3^1  ! $MATCH
      list-quotes

This counts correctly the quoted lines, but unfortunately does not
count anything for the un-quoted lines.  The score for "*$ -3^1  !
$MATCH" is always ZERO.

Can someone see what is wrong?
