is procmail an MTA? or is it just a processing agent?
It does not provide a means of transporting mail between hosts, so of
course not.
Many/most used it as an MDA; it's invoked by sendmail (the MTA) to perform
delivery to the user's mailbox. Because it's fancier than most MDAs, it
can deliver to other places.
