cat; cat ...txt

Could someone help to explain - in

| formail -r -i "From: $FROM" -i "Reply-To: $Reply-to" \
   | (/sbin/cat; /sbin/cat info/accept.txt) | $SENDMAIL -t

Why there are 2 "cat"s?  Is the first one to "cat" the original
mail?  Looks not because I tested and it simply didn't work ...
