Q: Setting System Mailbox Permissions

I have a shared administrative account whose system mailbox I would
like to have permissions rw-r----- so that members of a group can
check it for message headers.

Since installing procmail (v3.13.1), the mailbox permissions get reset
to rw------- every time new mail is delivered.  I have tried setting
the account's procmailrc file to
        UMASK=007
but this has no effect: the permissions are still reset to 0600 with
each new delivery.

Any ideas on how I can keep the system mailbox group readable?
