Perhaps the permissions on the user's home directory, or one of the
parent directories? Try:
cd ~user
ls -ld . .forward .procmailrc
and turn off any group/other 'w' bits. Then repeat the following,
turning off any group/other 'w' bits and ensuring that the only person
able to write the directories is 'root', until you get to / :
cd ..
ls -ld .
