users procmailrc not working anymore

Hi,

I've just begun to use procmail and I've set up a company wide /etc/procmailrc 
file on our mailserver - this works fine. However users have complained because 
their $HOME/.procmailrc file is not working.

Is this normal behaviour? I thought users files would be checked after the main 
one.

I'm using Solaris 2.7 btw.
