For one you should try to initiate verbose logging so that the problem
can be traced to the exact point of failure.

For another, read the Advocacy-HOWTO again. Or make the message clearly 
humorous (for them, not for you, you may be amused by it already :) ).

And for another, from MS-Word they can save RTF files. That format is
a very open format that conserves a lot of formatting, it's text-based
and not binary, doesn't have support for macros, it's associated with
Word so the windows users just see the icon of a normal Word document,
and it can be produced just changing the "type" in a "save as" dialog box
in Word. If you want to read those, basically any linux wordprocessor will
read them. That oppossed to generate PDF files in windows (which is not
exactly easy unless you shell out some bucks to Adobe) it's a lot better.
And anyway you were expecting them to have the means to produce PDFs when
you were telling them that it was "not sensible to assume" on the software
preferences of the rest of the world.

So, to sum it, rerun it with procmail verbose logging, check the logs and 
post the relevant lines to see why it doesn't match. And by looking at it
without really analizing it, are you assumming that the filename will be 
the subject? that may be the problem. Maybe somebody with more knowledge
on procmail than me will see if that's the case.
