Procmail got an EDQUOT error while trying to write the message to disk.
Therefore you have a disk quota and delivering the message would have
hit it.  What does "quota -v" say?

I checked, both the mailbox and the user and they both say NONE for the
quota.  Perhaps more details are required from me.  I configured the box to
be a mail server (receive only) a home LAN.  Mostly to prevent spam and bad
messages from reaching children.  I need to check two mail accounts.  The
first account works fine. I added the second account to the fetchmailrc
which is when the problem showed up.  The first account still works fine.
The second seems to grab one message then show the quota message.  I have
seen a message about a "Discriptor 1" as well.  The user of the second
account got one message each time for a few messages.  Disabling the second
account fixes the error messages.
