It does for me too. All that I can think of is the following:
I notice this in your message's headers:
Old-To: clpm(_at_)lists(_dot_)eyrie(_dot_)org
This looks like it came from a "formail -i" or "formail -I" somewhere.
Is it possible that this was the actual value of "To:" when
you first ran it through your recipes? Perhaps you could try
putting something like:
LOG="The value of To: is `formail -XTo`
"
in your original rc file and see what comes out for further messages.
