help in procmail

dear  sir,

 I am using redhat 7.1, I have setup the procmail and sendmail. But i don't 
no why the procmail is not working. I think it is not even checking the 
.procmailrc file which is located in /root/ . Pl tell me the reason, i am 
sending a my .procmailrc (by name example ) file through which u can gess why 
it is behaving like this
