You almost certainly don't want to change these variables from the
values that procmail gives to them. Unless you have some particularly
good reason for doing so.
in subesquent accounts (I do change the HOME directory and make sure that I
set the file and directory settings to 777 just for testing purposes.)
That's probably your problem. Procmail won't generally use a
.procmailrc file if the permissions are too lax, because that would be a
danger to security.
Make them (file and directory) writable by the user only. The rc file also
needs to be owned by the recipient of the mail or root.
