I installed procmail onto an RS/6000 AIX 4.3.3 with sendmail 8.12
and it does not work correctly. When a message gets sent to the host
and procmail should run, the following gets bounced back to the sended,
and a similar entry is made in syslog. Any help would be appreciated.

You forgot to quote the .forward file entry. Try changing it to read:
"|exec /usr/local/bin/procmail"
