Not by procmail, which is an optional LDA and mail filer. It seems you
have this program confused with your MTA. I sure hope OS-X docs aren't
referring you to this list for support for their MTA.
As a rule, the MTA recieves the mail is places in the message in its queue
and attempts redelivery to the primary MX (or another backup with a lower
'cost') based on it's own outgoing mail queuing settings, often 15 minutes
for five days in some environs, but could be different for yours.
The primary can request the queue be purged by using the ETRN ESMTP
command. All of this is well outside of the scope of promcail, which
doesn't do *ANY* SMTP. Find yourself the manpage for postfix and also
investigate the (also unrelated to procmail) fetchmail tool, which can be
used to issue the ETRN, say if your primary is normally on the dialup or
other non-dedicated link.
