if root owns .forward

If root is made the owner of a .forward file (or even all .forward files)
and a procmail method was provided for users to do forwarding or vacation,
would there be any other problem of which I am not aware?

This is what the log file says for a temporary user I created
whose .forward is owned by root:

procmail: Error while writing to "/var/mail/tmp/_A4%HfIW8.geosci"
procmail: Couldn't create or rename temp file "/var/mail/tmp/_A4%HfIW8.geosci"

Nothing else appears to be different so I don't see what is causing this.

Also, is there a way to make procmail force a separator line at the beginning
of each set of entries for a message?
