program perl/php or ..

Hi

I like to make a online program in perl or php so that users can change some 
procmail settings.
Forwarding, filtering, emailbackup > MySQL, html > plain text and so on.
I'm searching on the internet and i can't find any program to manage .procmail 
file.
Can't imagen that I'm the first one who want to develop this.

Does anybody know's sort of program.
