Are you sure that the 1st lock also covers the forked process?
The lock covers the whole nested block.
And lock files are not needed here if you know that the names are
going to be unique.
You can't know, so never assume that.

There is no assumption. You know that every running instance of
procmail will have its own unique process id. So you know that the name
will be unique to each instance of procmail.
Or did I miss something obvious (again)?
