Procmail on a cobalt

Hi

Ive just started trying to use procmail, I was following the "Procmail Quick 
Start by Nancy McGough" - http://www.ii.com/internet/robots/procmail/qs/

My system is a Cobalt Raq 4 - which is based on Redhat Linux, version of 
procmail is

It cant create "IN-testing" see below for the contents of the logfile

Im guessing its a permissions problem, can anyone point me in the right 
direction?
