procmailrc does not behave... Help please!

Hello, procmail users and geeks!

I wish to use a combination of spamblock 
(http://www.belwue.de/projekte/spamblock.html) and rbl-check.pl 
(http://bre.klaki.net/programs/spam/rbl-check.pl.txt).

Thus, after rbl-check.pl found a "guilty" IP, an additional header line needs 
to be added. 

My rule looks like this:

:0 i
* ! ? /usr/bin/rbl-check.pl -ordb # /home/hss/rbl.exceptions
| formail -A 'X-Spamblock: caught by rbl-check.pl in .spamblock.local'

What happened? See below :-(

66.80.44.26 found in -ordb, mail is probably spam.

Folder: formail -A X-Spamblock: caught by rbl-check.pl in .spamblock.    2842

Why does procmail not execute the formail command? Instead, it sent this 
particular mail to /dev/null - means: I cannot find it anywhere on my system.
