Almost. Mail that has no To: header but has Reply-To: or Errors-To: or
In-Reply-To: would be excused by it. Also, `H' without `B' is the default,
and there have been some versions of procmail where once specified it stuck
irreversibly for the rest of your .procmailrc, so I would, you should pardon
the expression, get the H out of there.
