No, it's only special to procmail at the beginning of a regexp.
Another thing, though: you need an additional "$" at the beginning of
the condition, otherwise procmail won't replace the variables by their
values (but read the "$" as "end of line" instead):

  * $ ^Message-ID:[   ]*<$PART1\$$PART2\$$PART3
