Another possible approach: Put the bad message filter with EXITCODE as
suggested by David in a separate file, e.g. $HOME/.junkmailrc, and then
do this in the main .procmailrc:

* ! ? procmail -m $HOME/.junkmailrc
{ HOST }
Now *that* is a good idea. Maybe ...
* ! ? procmail -m DEFAULT=/dev/null $HOME/.junkmailrc
or DEFAULT=/dev/null within $HOME/.junkmailrc, so that the lynxed copy
will be tossed no matter what.
