Howto strip specific attachments ???

Following is an outline of what I want to do.  How much of this can be
done by procmail, and how much should be piped from procmail and
outsourced?  If this has been previously discussed, please, give me a
hint for successful archive searching ;>

[1] Evaluate all incoming messages for attachments of specific types;

[2] Strip/detach qualifying attachments from each message, and deposit
each attachment under a unique directory labeled with Message-Id, which
is under a directory named by attachment type;

[3] Based on groups of attachment types, continue processing message
either:

 [a] with original attachment intact; or
 [b] replace attachment with a text message explaining what happened to
     the original attachment.
