Generally speaking, tagging *PHRASES* is a losing battle. So is checking
the BODY for them, considering the different ways a body can be encoded
(BASE64, HTML with interspersed comments, HTML ordinals, etc).
I recommend 'spamassassin' for body checks. Using their 'spamd' daemon, it
is more efficient, and you can then add body checks for phrases, and
spamassassin will do the decoding of Base64 and other tricks, and perform
its tests as if the message was plain text.
