would send a copy of everything to the Backup folder in the users mail
and continue processing the message.

I get this in my procmail.log

procmail: Skipped "0:c"
procmail: Skipped "$HOME/Mail/Backup"

What am I misunderstanding about this?
 
 man procmailrc:

...
  Recipes
     A line starting with ':' marks the beginning  of  a  recipe.
     It has the following format:

          :0 [flags] [ : [locallockfile] ]
          <zero or more conditions (one per line)>
          <exactly one action line>
...
