procmail shell variables?

When I set a variable in a recipe
SPAMMER=`formail -rzx "To:"`

is SPAMMER now a shell variable? I'm trying to write a PERL script for 
procmail to invoke and don't know whether I could have that script access the 
value of $SPAMMER as set by the procmail recipe.
