I have the following:

which in the logs for a specific message shows:
procmail: Score: 0 0 "^Cc:"

so how do I score for the presence of a header?
This isn't a ':0B' recipe is it? Have you tried:
* 9876543210^0 H ?? ^Cc:
No, the recipe is simply:
:0
* 9876543210^0 ^Cc:
* 9876543210^0 ^To:.*,
{
stuff...
}
it appears (still need to test some more) that
:0
* 9876543210^0 ^Cc:.*
* 9876543210^0 ^To:.*,
works as expected; which is odd, I think.
