My procmailrc file code, which is failing:

* .*\<Windows-1251\>
/dev/null
I cut-n-paste from your message and it works for me.
Add the two following lines to your script to tell us
what the logfile say:
VERBOSE=yes
LOGFILE=/tmp/log.procmail
BTW.1 "H" not "h" (read in procmailrc man page, it's default).
BTW.2 You don't look in the Subject field, but the whole header!
