If that is the only line in there, you can take that file out of the
equation.
~/.forward:
"|exec /usr/bin/procmail"
Often no .forward is needed to make procmail work.
INCLUDERC=$PMDIR/rc.general
INCLUDERC=$PMDIR/rc.masschecks
Your errors come from somewhere inside these rc-files.
