How can I do to forward mails from "a" to Cyrus user "a" and mails

procmail is NOT a MTA. What you are trying to do can be faked,
somewhat, but it will never work 100% because, well, as I said,
procmail is not a MTA.
That said, if it is truly a one-to-one mapping (say, a(_at_)remote(_dot_)server
to a(_at_)local(_dot_)server), then you can pass it on to the MTA (like
sendmail)
on your server. fetchmail does this as its default, so take away the
-m part for normal delivery. Even if it is not a one-to-one mapping,
you can configure your MTA to do any address translation/header
rewriting and even pass it on to procmail for any additional
processing.
