I suspect no one answered you the first time because, like me, they
missed the single reference to procmail that appears 46 lines down in
a message that otherwise appears to have nothing to do with procmail.

It's not clear, from anything you've said, where procmail is presently
involved in the series of transactions.  Do you mean, can you replace
maildrop with procmail to accomplish this?  Or what do you have in
mind?

My guess is that the answer to your question is "no," because procmail
is a local delivery agent and there's no local delivery involved in
smarthost forwarding.  You're going to have to change something else
about the configuration first.
