You have Windows carriage-return+linefeed end-of-line markers in one
of your rc files. Procmail only understands Unix/Linux linefeed-only
end-of-line markers.
procmail: Skipped "^M"
procmail: Skipped "^M"
procmail: Skipped "^M"
procmail: Assigning "id= pm-jaaddr.rc^M"
procmail: Assigning "dummy=^M
procmail: Skipped "^M"
procmail: Skipped "^M"
The "^M" in all those logs is the printable representation of the
extraneous carriage-returns.
