Procmail is linear, and INCLUDRC essentially embeds the contents of the
specified file as if it were at that location in the original rc file.
The exception is that a SWITCHRC (which is similar, but distinctly
different from INCLUDERC) can terminate execution of the currently included
rcfile if you unset it. Useful for exiting an included rcfile early
because some logic at the top indicates the entire file is non-applicable
to the current message.
