This consistently fails to match. The log entries aren't much help as they
only indicate "no match" even with verbose turned on. Any ideas?
Try simplifying it, and making it more flexible:
* ^To_(_dot_)*users(_at_)spamassassin(_dot_)apache(_dot_)org
(the .* may not be necessary, but give it a try)
