Yes... it IS unsafe but I'm kind of running some tests and the server is not
really connected to the internet. But there has to be a way to prevent
procmail from changing permissions, no?

Do you need to? Mailboxes really should be accessible only to the owner
and to root. So can you run your script as either of those?
