procmail setup simple testing failure

Hi,

My system environment is:

OS:Debian etch
Procmail version: 3.22
hw: i386
MUA: mutt
MTA: exim4 (the one is coming with Debian installation, I have not
touched the configuration, my understanding is that exim4 handles
procmail as default)
MRA: offlineimap
LightSMTP: msmtp

.procmailrc

MAILDIR = $HOME/mail/
VERBOSE=yes
LOGABSTRACT = all
RCDIR=$HOME/.procmail
LOGFILE=$RCDIR/mail.$HOST.log
INCLUDERC=$RCDIR/rc.testing

rc.testing
#
# testing rc
#

:0 :
* ^Subject:.*test
testing/

No log has been written.

Problem
-------

I am able to retrieve properly emails from my ISP and send them also
with no problems.

Now I want to filter my mailing lists to have them organize them using
procmail. I have set up a rc.testing to test if procmail works. My resutls so 
far
are negative and I am wondering what I am missing.

I have been googling if there is something wrong with using some of my
mail software, but nothing convincing yet.

If someone can enlighten me, I'd appreciate it.
