I can't find anything in the docs that says the environment variable is

No, because my .wgetrc is set to infinite.
It is procmail which send SIGTERM to "wget" after 960 seconds
From procmail I have:

procmail decides that some child it started must be
hanging. The offending program will receive a
TERMINATE signal from procmail, and processing of the
rcfile will continue. If zero, then no timeout will

to 960 seconds.

However, I can not use 0 as the TIMEOUT value, because it can have
unexpected results and of course, the 1800 seconds must be set explicit
to this recipe and not the rest.
