Rt-mailgate should create a new ticket in the RT (Request Tracker).
You saw well, but in my procmailrc file there is only one line starting
in | rt-mailgate and ending in rtracker.rt.pop-sp.rnp.br/rt
Maybe it happened due to my Mail client (Thunderbird).
So, there is another problem on it, but I don't know what.

In the message as posted the https: line is on a separate line from the
rt-mailgate line. The rt-mailgate line should be all one line with the
https: info as an argument to the -url option (I assume). If you really
have it as two lines then you need to insert a \ character juts before the
newline of the rt-mailgate line.
