the emails are sent by clients (although most of them will
simply click on a mailto: link probably), and thus can contain
any combination and form of to:,cc:,bcc: etc...
Although procmail is quite capable of doing the sorting you are looking for, depending on your mail server configuration routing based on To, Cc and BCc headers may or may not be practical. You might be better off using your mail server's routing capabilities for this, or keep separate mailboxes if users need to respond with different identities anyway (although you can configure some mail clients to allow selecting the sender address, chances are mails will be sent from the wrong account).
