There are two ways of writing CIDR prefixes that are in widespread
use.
In the first, four octets are always writtem, eg 172.16.0.0/12
In the second, only the minimum number of octets necessary to describe
the prefix are written, eg 172.16/12
The draft needs to clarify which syntax is intended (or whether both
are acceptable).
