SHOULD (NOT) SPF-compliants MTAs send bounces?

Should SPF-compliant MTAs be allowed to send (partial) bounces for
SPF-determined failures?

I can see how this is desired in case of migrations, but I can also see a
clear need for organizations to avoid their users being spammed by failure
notices caused by spammers or viruses forging their addresses.

Especially when SPF gains wide adoption this would be counter-productive.
Instead of hundreds of spams, people would get hundreds of bounces. While
the SPF keywords could easily be filtered on, allowing bounces for SPF
failures would not effectively combat bandwidth consumption by SMTP abuse.
