The current Milter specification offers no mechanism to prepend headers, but
only a way to change headers, in the form of:
I beg to differ. In libmilter, smfi_addheader() does prepend similarly
named headers in the same manner as the Received: header, as I
discovered through testing when I wrote milter-spamc and milter-date. I
did this for the X-Scanned-By: header that appears in both milters.
What I haven't found how to prepend a group headers like the behaviour
specified for the Resent-* family of headers in RFC 2822.
