"The IETF" is AFAIK anybody posting on any IETF mailing list,
and I don't think there are many supporters for "SHOULD do xyz"
in one RfC combined with "xyz NOT RECOMMENDED" in another RfC.
That's not "neutral", it's bullshit. The only excuse for it
would be "but the same co-author (Meng) said so". OTOH it's
a known issue, last sighting on the ietf.general mailing list:
