If it's restricted to check IP and MAIL FROM (the famous 2476
"enforced submission rights") it's almost as "good" as ESMTPA
(SMTP AUTH), but otherwise it's clumsy.

Clumsy, indeed. But I have found it to be a good tool to have your users
make the transission to SMTP AUTH. Which is to say, over the last year, I
have progressively been turning down the DRAC window (and repeatedly
announced and explained the fact); from an hour to half-and-hour, and now
we're down to 10 minutes, even. The idea, of course, is not cut your users
off brutally, but to 'squeeze' them enough to get them sufficiently
annoyed with the small window that they will finally start using SMTP
AUTH. :) It works.
